Does the COBOL transaction program get generated as an EJB,  and, if so, what kind of EJB?

Programs are normally transactional Servlets. Only Servlets have a presentation layer (required for BMS or EXEC CICS WEB).  The transactions initiated by Distributed Program Links are EJB Session Beans. Background transactions initiated by the START command are EJB Message Beans.
