Can I create graphical user interfaces (GUI) for my COBOL application with PERCobol?

Absolutely, PERCobol supports many methods of adding user interfaces to COBOL programs. Perhaps the easiest for most COBOL programs is the use the Graphical COBOL SCREEN SECTION; this is the most intuitive method  to create platform independent GUIs.

Some COBOL vendors talk about "thin" interfaces, yet the thinnest user interface could be a web based HTML interface either dynamically or statically generated within a PERCobol web-enabled program.
